I want to apply in the fall for the post-bac masters/certification program in early childhood/elem ed and start the program in the spring. Can I do that?

No. We accept applications for this program just once a year. Applications are due by February 1st, for fall admission. Of course, if there is room in any courses, you may take some courses as a non-degree student. But this does not guarantee you admission to the degree program.
